Clifton Hill is the zany, loud, fun part of Niagara Falls opposite the Maid of the Mist Centre. There are all kinds of fun houses, museums and places to buy souvenirs and great ice cream cones and snacks. Some of the venues are accessible, some not. Venues that feature rides are not accessible except the huge ferris wheel that gives you a terrific view of the falls and area. Some attractions have varying floor heights. However, it is worth a trip up and down Clifton Hill just for the fun of it.
The hill is fairly steep and in places slants as well so if your scooter doesn't have good gears or your arms aren't strong enoug to hold a manual wheelchair back, you might want to rethink Clifton hill or have someone ready to grab your chair if you start moving too quickly. You can ask about accessibility at various attraction box offices.

Murray Hill is a long slow descent from the street above the falls to Victoria Park and the falls. It is steep but doesn't seem as steep as Clifton Hill perhaps because it is very wide and not as busy. Again, you need good brakes on your scooter or chair or someone to hold you back if you aren't very strong.
The Niagara Parks Commssion is building a much needed covered walkway from the back of the Fallsview Casino right down to Table Rock house that will alleviate the need to go down either Clifton Hill or Murray Hill if you don't feel safe doing so.
